Program Overview

RIVA Solutions supports mission-critical federal healthcare programs by delivering modernization, operations, and training solutions that strengthen workforce readiness, system reliability, and regulatory compliance.

This program focuses on the operation, modernization, and continuous improvement of a cloud-based Learning Management System (LMS) that serves as the central training platform for a nationwide audience. The platform supports end-to-end training lifecycle management, including course development, delivery, learner tracking, reporting, analytics, and helpdesk operations.

RIVA’s support emphasizes Agile delivery, system reliability, scalability, accessibility, analytics, and security—ensuring the platform evolves iteratively while meeting federal IT standards, auditability expectations, and training-record retention requirements in a highly regulated environment.

Position Overview

RIVA Solutions is seeking a Project Manager to serve as the day-to-day execution lead for an Agile, LMS-focused federal program supporting enterprise training, operations, and modernization initiatives.

This role requires a Project Manager who is comfortable operating in an Agile or hybrid Agile environment, coordinating iterative delivery while maintaining strong governance, compliance, and operational continuity. The Project Manager will oversee modernization efforts, ongoing operations, and training lifecycle support while ensuring alignment with government priorities, sprint-based delivery plans, and performance objectives—while also ensuring training completion records and transcripts remain accurate, reportable, and auditable.

The ideal candidate brings experience leading Agile teams in federal environments, managing cross-functional delivery, and engaging effectively with government stakeholders.

Key Responsibilities

Agile Program & Delivery Management

  • Lead Agile or hybrid Agile program execution, including sprint planning, backlog prioritization, release planning, and retrospectives
  • Lead release planning and release governance (release calendars, go/no-go readiness, rollback planning) for a 24/7 operational platform
  • Partner with technical leads, product owners, and stakeholders to ensure sprint goals align with government priorities
  • Monitor delivery velocity, dependencies, and risks while maintaining schedule, scope, and quality controls
  • Maintain integrated delivery plans across modernization and O&M workstreams, coordinating dependencies across technical and operational teams
  • Ensure Agile ceremonies are executed effectively and consistently
  • Own change control practices that balance Agile delivery speed with federal governance requirements

Learning Management System (LMS) Operations

  • Oversee daily operations of a secure, cloud-based LMS serving as the central hub for nationwide training activities
  • Ensure continuous system availability, scalability, and performance in a 24/7 operational environment
  • Coordinate LMS administration activities including learner tracking, completion records, transcripts, archival/retention processes, and audit-ready reporting
  • Oversee service delivery operations including ticket triage, escalation paths, incident communications, and problem management in partnership with helpdesk and engineering teams
  • Plan for and manage usage spikes tied to onboarding surges, urgent policy updates, and nationwide training pushes by coordinating performance monitoring and capacity planning

Training Development & Lifecycle Support

  • Coordinate iterative updates to training content and platform features using Agile delivery methods
  • Coordinate rapid course updates aligned to policy/regulatory effective dates, ensuring version control, publishing governance, and stakeholder approvals
  • Oversee onboarding of new training products and enhancements while maintaining compliance with accessibility and quality standards
  • Ensure comprehensive tracking of training assets, learner records, and course materials

Analytics, Reporting & Continuous Improvement

  • Oversee real-time reporting, dashboards, and analytics to track learner engagement, completion rates, and training effectiveness
  • Define and track operational and training KPIs (e.g., platform availability, incident trends, completion throughput, adoption, and course effectiveness) and translate insights into prioritized backlog items
  • Use Agile metrics and system data to drive continuous improvement and inform program decisions

Security, Compliance & Governance

  • Ensure compliance with federal security and privacy requirements, including NIST RMF, ATO-related coordination, and PII handling
  • Coordinate risk management, incident response, and continuity-of-operations planning (COOP), including communications protocols
  • Maintain alignment between Agile delivery practices and federal compliance requirements
  • Ensure data integrity and retention for training records to support audit and oversight requirements

Stakeholder & Team Leadership

  • Serve as the primary point of contact for government program leadership and stakeholder groups
  • Lead status briefings, sprint reviews, and executive updates with clear, concise communication
  • Coordinate cross-functional teams including developers, LMS specialists, cloud engineers, instructional designers, trainers, helpdesk staff, and security personnel
  • Support proposal activities and oral presentations by demonstrating command of the Agile and program management approach

Minimum Qualifications

  • Bachelor’s degree in Information Technology, Business, Public Health, or a related field
  • 7–10 years of experience managing federal IT programs of similar size and complexity
  • Demonstrated experience leading Agile or hybrid Agile programs in federal environments
  • Experience managing cloud-based modernization and O&M efforts
  • Minimum of 5 years coordinating cross-functional Agile teams
  • Agile certification required (Certified Scrum Master, SAFe Agilist, PMI-ACP, or equivalent)
  • Experience managing government customers and briefing senior leadership
  • Familiarity with federal security and compliance processes (ISSO coordination, SSPs, RMF, privacy requirements)
  • Demonstrated ability to manage scope, schedule, risk, quality, and change control in an Agile environment
  • Demonstrated experience managing release governance and change control in a regulated federal IT environment

Preferred Qualifications

  • Experience supporting federal training, oversight, certification, or workforce enablement programs requiring audit-ready completion tracking
  • Experience with enterprise Learning Management Systems and large-scale training platforms
  • Experience overseeing Section 508 compliance and accessibility initiatives
  • Familiarity with AWS-based environments
  • Experience supporting continuity-of-operations and emergency response processes
  • Familiarity with ITIL / IT service management concepts (incident, problem, change, and service request workflows)

Salary

Up to $170,000 annually, based on experience
